Are proposals to ban nuclear weapons compatible with efforts to stop nuclear proliferation and address global terrorism? Major General William Burns, a leading proponent of a global ban on nuclear weapons, will discuss the nexus between nuclear disarmament and threats to U.S. and international security.
 
Major General William F. Burns, a retired Army general, served for 34 years, many of those commanding units with nuclear weapons; he served as Director of the U.S. Arms Control and Disarmament Agency under Presidents Reagan and Bush, the U.S. military representative at the Intermediate Nuclear Forces negotiations, and the first U.S. special envoy to the denuclearization negotiations with countries of the former Soviet Union under the Nunn-Lugar legislation.  He is a distinguished fellow at the Army War College.
